Ubuntu Server on Raspberry Pi headless - No SSH access after first boot

I'm trying to install Ubuntu server on my CM4 module. I tried various methods. The thing boots. ssh is enabled (the port is open). I can connect to the thing.

I have no keyboard no mouse and no screen rn. I need this to boot and let me in to do the stuff I need to do. I've set up a user and password in the Pi flasher. The user seems to be created, but the password is not set or valid somehow.

I can ssh to the machine, but I always get a password denied response.The default password pi raspberry isn't working. No password is working. If I flash Ubuntu server with balenaEtcher, it's the same. Ubuntu's documentation tells me the user is Ubuntu and the password is also ubuntu. I still cannot login.

I tried fiddling with the cloud init stuff, but that didn't help either.

Do you have any tips for how I can get into this machine?
